國民黨主席朱立倫即將赴陸參加「兩岸經貿文化論壇」（國共論壇）並進行「朱習會」，內政部移民署29日審查通過朱立倫登陸申請。民進黨立委召開記者會批評是「掛羊頭賣狗肉」，也呼籲朱立倫赴陸要做到5個「不要」。民進黨立院黨團29日上午召開記者會，民進黨立委姚文智表示，希望朱立倫可以做到5個不要，包括：「不要只會在中國官員後面說一中各表」、「不要只會在陵墓前面說中華民國」、「不要以黨領政、黨國不分」、「不要出門前說不選，見了就要選」、「不要想靠北京解決自己的三中一青（分配不均）問題。」

民進黨立委李俊俋質疑，朱立倫以新北市長的身分前往，但申請內容卻完全沒談到朱習會和大陸政協主席俞正聲晚宴，「申請內容跟真正行程都毫無相關」，根本是「掛羊頭賣狗肉」，顯示聯審會審查的正當性蕩然無存。李俊俋表示，聯審會竟然稱朱立倫是「經所屬機關遴派」，「難道是新北市府派朱去參加國共論壇嗎？」民進黨立委陳其邁也批評，這根本是「把移民署聯審會當成國民黨黨部機關」。
